Security Update

Security measures in Guadalajara have been reinforced with support from federal and state governments, as well as specialized forces, including advanced technology, coordinated operations, and international protocols for large-scale events. Additionally, support services at the airport and secure accommodation options have been implemented to ensure a smooth and safe arrival and stay.

Important Information

We are pleased to inform you that on May 21, 22, 23, and 24, two ICOLD Mexico staff members will be stationed at an exclusive ICOLD desk at Guadalajara International Airport from 9:00 AM to 6:00 PM at the international arrivals area.

They will provide guidance on safe taxi services and offer private transportation options for your convenience.

In the coming days, we will upload a map showing the exact location of the ICOLD desk.

Dear members of the ICOLD international community,

I hope this message finds you well and that your preparations for ICOLD México 2026 are progressing smoothly. As President of the Mexican Committee on Large Dams (Mexcold) and the Local Organizing Committee, I am writing to provide you with a comprehensive update on security measures in Guadalajara, the support services we have arranged for your arrival, and important details regarding our official hotels.

As many of you are aware from our previous communication on the event website, we have been closely monitoring security developments in Guadalajara and the state of Jalisco in coordination with local authorities, venue security teams, and the ICOLD Organizing Committee. I am pleased to share that significant progress has been made.

 

Enhanced Security Framework – Coordination with Government Authorities

The Government of Mexico, under the leadership of Claudia Sheinbaum, has implemented a strong security strategy for the region. On March 6, 2026, President Sheinbaum announced during a press conference in Guadalajara that more than 100,000 military personnel, police officers, and private security forces will be deployed nationwide for major international events, including the FIFA World Cup 2026 and our event. This comprehensive plan includes drones, military aircraft, and explosive detection dogs to ensure the highest levels of security for all visitors.

At the state level, the Jalisco Security Cabinet has been actively strengthening public safety through coordinated operations. Recent initiatives include:

  • The expansion of the C5 Escudo Jalisco monitoring center, increasing its surveillance network from 7,000 to nearly 13,000 cameras across 50 municipalities, incorporating artificial intelligence for facial recognition and license plate reading.

  • Coordinated operations involving State Police, Traffic Police, National Guard, and federal authorities to ensure safe routes throughout the Guadalajara Metropolitan Area.

  • The installation of six informational support modules by the Regional Traffic Police on major highways to assist travelers.

 

FIFA World Cup 2026 – A Testament to Guadalajara’s Readiness

I am also pleased to confirm that the FIFA World Cup 2026 remains firmly scheduled in Guadalajara, with matches at Estadio Guadalajara (Akron Stadium). Security preparations for this global event have reached an advanced stage, with dozens of rehearsals conducted in recent weeks. The security framework includes:

  • 4,000 security personnel deployed inside and outside the stadium during major matches.

  • Implementation of the “last mile” security protocol, ensuring that only authorized vehicles can approach the stadium perimeter.

  • 24/7 surveillance at team hotels, with specialized escorts for delegations.

The fact that Guadalajara has been selected as a World Cup host city—with matches featuring Spain, Mexico, South Korea, and other nations—stands as the strongest endorsement of the city’s security infrastructure and organizational capacity. The protocols established for this historic sporting event directly benefit all visitors, including the ICOLD community.

We encourage you to look for our team upon arrival, whose purpose is to ensure a safe and well-informed transfer.
