VICE PRESIDENT: Mr. Ignacio Romero Castro

Ignacio Romero Castro is a Civil Engineer and holds a Master's degree in Hydraulic Engineering from UNAM, with over 25 years of experience in Hydraulic Engineering. He has worked at the Federal Electricity Commission (CFE) in various positions, including Hydroelectric Project Coordinator, Head of the Hydraulics Laboratory, and Technical Manager for key projects such as the Paso Ancho Dam, La Yesca Hydroelectric Plant, and the rehabilitation of hydroelectric plants. He has also taught at several universities, including UNAM, UNITEC, and the Universidad Iberoamericana, and has supervised theses and published technical articles.

Secretary General: Mr. Oscar Jose Vega Roldan

Óscar José Vega y Roldán holds a degree in Civil Engineering from UNAM, with a Master's degree in Engineering and doctoral studies. A specialist in dams and hydroelectric projects, he has been a certified expert in hydraulics and project management. A member of the Mexican National Committee of ICOLD since 1975 and Secretary General since 2010, he has held leadership positions in various associations. A professor at UNAM since 1957, he has taught hydraulics and hydrology. His career includes key projects with the CFE (Federal Federal Electricity Commission), hydraulic works management, and infrastructure consulting.

TREASURER: Master Juan de Dios Alemán Velásquez

Juan de Dios Alemán Velázquez is a specialist in Geotechnical Engineering, with experience in the design and study of dams, underground works, and tailings dams. Throughout his career, he has held several senior positions, including Director of Engineering at RECSA and Independent Consultant on infrastructure projects. He has also worked at the Federal Electricity Commission (CFE), where he coordinated and supervised geotechnical studies for major hydroelectric projects in Mexico, such as La Yesca, El Cajón, La Parota, and Santiago.

FIRST VOICE: Dr. Rigoberto Rivera Constantino

Dr. Rigoberto Rivera Constantino, born in 1954 in Veracruz, is a distinguished civil engineer and professor at UNAM, specializing in Soil Mechanics. He has been a full professor since 1999 and has supervised numerous theses, in addition to publishing 70 articles and teaching materials. His career includes a tenure at the Federal Electricity Commission, where he participated in the design of the "La Yesca" Hydroelectric Plant. He has received awards such as the 2015 National Teaching Award and has lectured at international universities.

ASSISTANT SECRETARY: Eng. José de Jesús Lee Espinosa

José de Jesús Lee Espinosa is a civil engineer with over 35 years of experience in hydroelectric and wind projects, buildings, and special structures. He is an expert in underground excavations, electromechanical installations, and specialized rock and soil treatment.

SECOND VOCAL: Dr. Rolando de la Llata Romero

ROLANDO DE LA LLATA ROMERO holds a degree in Geological Engineering (UNAM) and a Master of Science from the University of London. He has over 40 years of experience in structural geology, remote sensing, and rock mechanics. He has held honorary positions at various institutions and participated in international conferences. He is currently an independent consultant.
